Trade in Services Negotiations: Challenges and Way Forward for the EAC

This paper analyses possible ways forward for the EAC in trade negotiations on services, after discussing the significance of the services sector in East Africa and challenges to their liberalization. Besides leveraging the opportunity offered by the Services Waiver for LDCs at the WTO, the paper recommends undertaking a review of the policy frameworks in place towards establishing their adequacy in ensuring competitiveness. This would inform negotiations and also identify markets of interest which can then be pursued.
